I doubt AT&T will be carrying the blackberry storm. It only works with verizon and vodafone in canada.

What Calbiry said, plus; Verizon's phones are CDMA so the Blackberry Storm won't work on a GSM network, and no sim chip/card = no unlocking.

I wouldn't bet on it, unfortunately. The makers of BlackBerry, RIM, did a deal earlier in the year with Verizon and Vodafone worldwide. The Storm was created specifically for these two companies and they will own it for the life of the phone.

There's every chance that RIM will create a new touchscreen BlackBerry for other carriers, including AT&T, but I don't think you'll be seeing the storm on them any time soon. It's very much like the deal AT&T did with the Apple iPhone.
